My question would be: "This is what a nation or nations would do just before going to war with another nation. Is this what is now happening?"
Because of nuclear weapons a cyber war to destroy a nation economically or to disrupt government functions by driving suddenly all government employees bankrupt by draining all their bank accounts, or freaking them out in other ways so they are less functional or potential for being bribed might be how a foreign government like China or Russia would try to disrupt or destroy the U.S. government and economy. Is this happening right now?
Another way would be to send communications that are false in the names of those government employees to other government associates to disrupt government also. This could be a disastrous snafu for a functioning government. So, codes likely would have to be given all government employees so those constantly changing number codes would verify that the messages sent are from the actual people they say they are in government.
