Though Redding can be one of the hotter places in the U.S. during some days each summer this temperature we would expect in August or early September and not right now. Maybe 100 degrees Fahrenheit might be expected but 115 is usually only reserved for August and Early September, so Global Warming is taking it's toll on California right now and evaporating and drying up whatever water we still have available in reservoirs every day now.
The California drought affects food prices all over the world, because California has 4 growing seasons and when farmers can't grow because there is no water it affects food prices now not only across the U.S. because California is a breadbasket for the U.S. but also for the world as the U.S. being a rich nation buys the best food from other nations to make up for the loss of California being as much of a farming resource because of the drought.
