Because the "forest" creates shade on the buildings which reduces the need to both heat or cool them in different times of the year. Also, you would pump up water to the top and it would trickle down the "Forest" which actually looks a lot more like vines of some sort than actual trees. The building is supporting the vines or whatever else they are growing and what they are growing is helping maintain the temperatures down in Summer and up in the Winter.
However, if winds go above 100 to 200 mph it would likely blow out the windows of the buildings and blow away vines like this too. So, the best time for tall buildings with "Forests" would be right now not 20 or 30 years from now worldwide.
