What usually happens in California when you get this kind of warning it is when you have a high tide that meets the rivers which creates havoc for anyone living near the mouths of rivers or streams. Also, since the California coast is very mountainous with mountains often up to 4000 to 5000 feet, all the water coming down from the mountains quickly has to go somewhere and go somewhere often fast which is what often creates mudslides or worse in these kinds of conditions. Also, there is a lag time between the rain falling and the most water getting down into cities and rivers and flood plains so this is dangerous too along the coast north and South of Santa Barbara as well.
So, basically what I'm saying is the tide is too high to accommodate all the water coming towards the ocean so the deltas of rivers and streams all tend to flood especially during high tides. What makes this even worse is waves 10 feet high or more than will carry on into the landed areas that are flooded and do even more damage because of the high surf. The waves will carry over the rivers that are flooded inland as far as the water reaches often.
High tide was around 9pm Pacific Time. It's now about 10:30pm PT

Large breaking waves can cause injury, wash people off beaches and rocks, and capsize small boats near shore.
