It's a device we used to call a SawzAll when I worked as an electrician years ago. The blade moves forward and back (depending upon the size of the thing) from about 1 inch forward and back to 3 to 4 inches forward and back. But, with the right saw blades you can saw through just about anything. So, to saw through cement you would need a Carbaloid bit or a diamond faced bit so it wouldn't dull too fast. So, likely zirconium tipped blades which are basically man made diamonds.
Then it appears the smugglers of people and drugs are using putty to make it look like people have repaired it and coming back to the same places over and over again to smuggle people and drugs through these holes. You likely would need mostly video cameras monitoring this section but of course smugglers would then either shoot out the cameras or put putty over the lenses. So, it's likely a never ending battle because Walls are not going to keep either smugglers or drugs or people out in the end. They might discourage some people but others would just take this as a challenge and do something new to go through or around the walls.
What are animals supposed to do where walls keep them from their normal migrations. Birds might fly over but what about antelopes and deer and other migrating animals? Species could go extinct partly because of these walls too.
Carbaloid drill bits likely would be used to make the initial holes for the sawzalls to saw through metal and cement as well.
