One idea I had to not get "Burned Out" on Forest lands you own in California

This is one potential solution to the fire insurance problems here in California and it might also work in other states too. 

Instead of building a house you bring a motor home that is large enough to live in. (However, first you have to legally put in a septic Tank before you do this in most or all California Counties. However, I would check the legality out. For example, in many counties you can bring a trailer or motor home on your land while you are building your home as long as you have a septic tank too. This is especially true for acreage of 2 1/2 acres or more.

So, instead of being burned out when you hear in the news of a fire you just unhook your motor home or trailer from the septic system and water system and drive on out of there before the fire gets to you.

This is one potential solution to Fire Insurance (and flood insurance and hurricane insurance various places around the U.S.

And the catch likely would be that you might have to get a building permit to have your motor home or Trailer legally on your land to live there while (building your permanent home).

So, as you can see this would be one way to avoid having to have fire insurance when it isn't available various places in California. And even if there was a fire it likely wouldn't affect your septic tank at all unless some of the surface connections burned up. However, even then you might be able to replace those connections for under 5000 dollars or even less if you did the work yourselves. 

And your "permanent home" might be only one of those mini-homes that you can trailer onto your land and maybe keep the wheels on it to evacuate when you need to. So, your trailer or motorhome  would become again vacation hardware you travel around in.

So, this might save a person $4000 to $6000 a year in insurance costs in more vulnerable areas to flooding, fires, tornadoes, Hurricanes or Earthquakes or other potential problems.

However, you still would have to monitor your local news for weather or fire problems or other potential problems so you can move all your stuff (or most of it) in emergencies too. If you were away on vacation or something likely everything could be gone when you returned from one type of disaster or another.

Just trying to keep your costs down regarding Fire, Flood, Hurricane and Earthquake etc. insurance (especially where it is no longer available at any price).
