One reason the U.S. has had an arms embargo against Viet Nam is because Viet Nam is still now a communist Country since Ho Chi Minh when we left suddenly in 1975. However, now arming Viet Nam with American Weapons makes more sense as a deterrant to China building more military islands to take over larger swaths of the Pacific Oceans from local nations.
However, because Viet Nam is communist and China is communist, it is also problematic potentially in the same way that North Korea is also Communistic. It is unknown if this will help the U.S. or not in the long run because communist nations all tend to stick together sometimes. So, it is unknown what ending an arms embargo actually would create in the near and far future there.
