It could be said right now that Supercomputers in the U.S., Russia, China and elsewhere are already conducting "STate Terrorism" around the world through the present Cyber War between nations. However, governments don't want to talk about this much because they want it to stay a Proxy war where their citizens don't die much. So, it is more of an economic war of cyberwarefare for now worldwide.
Could terrorists like ISIS use Supercomputers in the future against nations or individuals?
Yes. But, it might be difficult to do this for a variety of reasons. For now, Supercomputers aren't like laptops who can be picked up and moved to any location on earth easily. Until this happens you likely aren't going to see Supercomputers in the hands of Terrorists because they cannot move these computers fast enough to escape soldiers and government agents around the world who would be pursuing them.
