The main reason being that there likely are hundreds of American Criminals who sold information (like American Identity theft information) to the Russians so they could steal their information and identities and their money here in the U.S. in order to destroy our democratic institutions.
So, it is very likely that not only the victims of identity theft of the Russian government but also those they will testify against will be on TV in the future in courtrooms likely in Washington DC if not before the Congress itself. So, as more and more (potentially hundreds of unwitting criminals) in the U.S. are brought to justice it just shows how completely incompetent everyone always was on the Trump team from Day One and incapable of EVER protecting the U.S. from Russia or anyone else along the way.
So, basically the 13 Russians indicted that are in Russia and mostly have been always never likely will be actually prosecuted because Putin isn't going to give his soldiers to us to prosecute.
So, the reasons they were indicted were actually to get at all the others who they can prosecute and put in jail who are either Americans or foreign nationals who are still able to be captured in the U.S. or from nations who will allow us to extradite them from. And there may be hundreds to thousands of such people that Mueller will prosecute in this war on Russia which Russia initiated online from Saint Petersburg, in Russia. However, who knows how many other places Russia is attacking us from. We will find out at least some of them in the future.
