IT is generally understood by ALL countries that the U.S. is actually better at Cyber War than any other single country. This is still likely true.
BUT, this is only when we are on the offensive. On the defensive the U.S. and China are very very very vulnerable (not so much Russia beyond the military establishement) which is why Russia can Win a Cyber War with the U.S. And presently is.
Another thing not enough people understand is that the U.S. is treating this a lot like Nuclear weapons.
The problem with treating Cyber like nuclear weapons is that if you take cyber weapons and keep them as secret as we did nuclear weapons, then you have millions and billions of unintended consequences that NEVER NEVER will be addressed by ANYONE.
Though nuclear weapons are ALSO complicated they aren't complicated in the way Cyber Technology is on it's effect on ALL mankind.
Nuclear weapons effects are simple: Everyone dies and anyone left doesn't usually want to still be alive because they have to function like animals if they choose to be alive.
Cyber effects are different because certain ethnic groups can be targeted, women can be targeted specifically, men (all or of one kind or another can be targeted specifically, in almost any way you might think of.
Whole Races could be wiped out through a Cyber war and we might never understand fully what happened if a leader like Trump was in power with news suppressed for example.
This is the problem.
Everyone doesn't necessarily die from Cyber Attacks, just some might who lose their power. What if someone or some government (someone like Trump or Putin) decided to attack only Gay people's power, or women's power, or men's power or cutting off power to certain races?
What if no one was there to report that this was happening?
My point to you is that this could be or is happening right now to millions or even billions around the world and we wouldn't necessarily know about it.
This is the problem of Cyber.
If you keep everything Cyber secret any one or any group or any race could be targeted and wiped out before most people had breakfast and if news was censored, would we ever even know it happened?
The intended and unintended consequences of Cyber war are not limited to any bomb nuclear or otherwise. There is no limit to the harm done to individuals of any race color, creed or sex.
And this is why we need to be discussing internationally rules governing cyber warfare now in Switzerland like we did the Geneva Conventions. And countries that don't follow these conventions will be financially sanctioned until they submit to these rules. And this applies to all countries at this point not just one or two or three.
