Jokers are Wild?

In that last article they say that Mueller has a pack of Jokers. The only thing I can think of in what they are meaning is that "Jokers" are Wild which means they can be any card you want them to be. So, if you have a pack of jokers it means? you will win every time if you are Mueller? maybe that's what it means.
