If you were wondering how something like this could happen here is one possible explanation. If the adults present were drinking alcohol or anything else this makes complete sense. First of all, if one person got into distress from sucking water a little or any other reason the rest would try to save this person who was a family or a friend. But, what if this person panicked and pulled the others under the water and drowned them too. This happens a lot with people who are drowning who panic and cannot get their panic under control and so they drown the people trying to save them. So, this is likely what happened here so only the children survived all this in the end which is tragic in it's own way too.
So, if someone panics and tries to drown you you have to knock them unconscious to save them at that point. Otherwise, you all likely will drown and die like these people did.
