If it were the 12th to 14th centuries ISIS likely would be allowed to exist where it is. However, since then human sensibilities have changed along with communication. Having a Terrorist State isn't going to be allowed by the world.

As far away as Australia is from the Middle East even they are horrified by a man and his boys from Sidney, Australia going to Iraq and this man having his son hold a Syrian soldiers head by the hair (age 7?) with the caption "That's my Boy"?
No. The whole world now sees this kind of behavior as bestiality. In other words anyone who behaves like this is considered to be an animal and no longer human at all. So, like with other problem wild animals they will be dispatched the same way an animal that is causing problems is. Possibly even the child soldiers doing this too, unfortunately.
So, the best way they will be seen by the majority of humanity is as Assassins. But, how are assassins and causers of genocide treated around the world?
They to, will be dispatched likely without trial and gone. Some of the leaders might face war crimes trials but most will just be killed by drones and missiles and bombs and guns over the next 20 years or so and the leader might face within 20 years a similar fate as Osama Bin Laden.
