If you look at Presidential approval and see 40% compare that to as low a 7% for Congress! At 7% we really don't have a democracy or a congress. At 7% democracy becomes a lie foisted upon the American people and the world. I think I even agree (in principle at least) with a bumper sticker I read that said, "Vote All incumbants out!"
At 7% what do we have? We have an oligarchy which means government by the rich.
