What if the Russian Government is behind the stealing of 1.2 Billion Web credentials?

Russian hackers amass 1.2B stolen Web credentials

There is no way I know to distinguish between "Russian Criminal Hackers" and the Russian Government. So, if the Russian Government knows who these hackers are they could obtain these web credentials (because after all we are in a new cold war). However, if the Russians used these credentials to harm the 1.2 billion people you can bet missiles and bombs would be flying pretty soon between Europe and Russia and the U.S. and Russia because of the economic disaster this potentially could create around the world.

Unfortunately, the Internet only works when the major players are at peace. If out right war ever happened world wide the Internet would have to shut down (at least between most countries).
