The weaker the country the more likely there will be terrorism there

I was listening to Fareed Zakaria and Peter Bergen discuss this on CNN.

They were saying that why are terrorists getting stronger?

The both agreed it is the weakness of states in the middle East and Africa and Europe and the weakness of the states of Afghanistan and Pakistan that cause terrorists to grow stronger.

For example, in Pakistan, the ISIS secret agency there is not aligned with the heads of government but is a power until itself which is why Osama Bin Laden could have a compound right next to a military base and not be discovered by the regular government. The ISI has seen the Taliban (ever since the 1980s when they were fighting the Soviets in Afghanistan) as a more neutral force almost like Mercenaries in Pakistan and Afghanistan. So, the ISIS manipulates the Taliban (possibly) to gain the addition of Afghanistan to Pakistan to make them one country which is what I presently believe is actually going on there. So, if the ISI of Pakistan wants Afghanistan to be a part of Pakistan maybe this is the goal actually of Pakistan in helping sometimes the Taliban there in Waziristan rather than anything else.

By killing Monsour, the U.S. is indicating this is what it believes is going on there too to some degree regarding the Pakistani Military through the ISI.

ISI is not ISIS by the way it is like Pakistan's CIA sort of or like the DIA (Defense Intelligence Agency in the U.S.)
