If economic growth doesn't keep up with hurricane damage
What this logically means is that insurance companies at some point will not insure homes at all in places floods or hurricanes might happen anymore. So, people can either not live there at that point or take their chances or live in cabin cruisers or ships moored at their lands to ride out any flooding or hurricanes or whatever else they can think of. Some ships might be designed better than houses for flooding or hurricanes if they are on land, especially metal ships.
