Winged Cats in China, Russia and the U.S.?

My daughter as a joke had me look these things up and apparently they are real. NO. They cannot fly but they do have wings. So far I have seen a Grey one and a white one that they call "Angel Cat" but I'm thinking this is weirder than I want to deal with. It looks to me like someone spliced the genes of a bird with a cat and this is what resulted. This is what I'm thinking (likely in China or Russia).
