In 1998 while preparing for death I realized we are all capable (if we wish) of remembering our past, present and future lifetimes?

 Why is this True?

It's true because most people do not understand the true nature of what a human being actually is.

The best way to describe what we are is we are a Timeless Soul (that really doesn't live in time at all) unless we are incarnated into a Human or other body somewhere in the Universe.

So, because our souls are an actual species of timeless beings that are relatively immortal over billions of years potentially (even though time has no meaning to what our souls actually are in reality).

So, time becomes a matter description of reality but if our souls don't naturally live in matter physics time has no real meaning to them unless they are clothed somehow with a body of some sort somewhere in the universe.
