The name "Vile Rat" would be used in the online gaming world to denote someone at an expert level. It would be sort of like you would like to know if you were a newbie (a newcomer to gaming) that you were going up against a chess master class of player in relation to online computer gaming on a world on some server where 30,000 or 40,000 people are all there playing against each other from all around the world online. So, you would know that unless you too were an expert that your character would soon die online.
Also, this particular diplomat was an Information Officer. In a corporation the information officer is the one in charge of anything and everything to do with computers, firewalls, codes, and other arcane information for the whole corporation. In this case this man was likely in charge of this for the U.S. for all of Libya.
