I think this will tend to make new Solar installers who are owners move pretty much completely off the grid so to speak. Since the state is stealing 75% of their advantages, why give electricity AT ALL to the grid? What new solar installation owners will tend to do is to get batteries and use their own electricity and only connect to the grid when they absolutely have to. I think this is what you are going to see when the State Steals a person's solar power in this way without paying them for it.
So, I could easily see the newer users shutting off outgoing electricity to the grid because their electricity is being stolen by the state at a rate of 75% being stolen from the owners and users.
So, they likely will install a main breaker to cut off the state from the use of their solar generations if they are going to steal from them in this way. And then ONLY turn on this breaker when their batteries run out from their own solar generations. This appears to be the future now in California.
