He might but the Galactic Penalty for this would be his immediate death according to Galactic Law regarding Earth. Also, the nukes would be neutralized through time alteration too.
Another thing that the galaxy might do would be to create an android biological Putin which would then run Russia after Putin was executed. You would not be able to tell the difference of the android to the real Putin by the way.
By the way this is not limited to Putin, anyone who nukes nations or cities would be executed by the Galaxy and time altered back to where it was before the nuke. This has already happened at least 50 times since World war II already by the way.
So, this is important to know too.
The earth has many Time Guards including the Men in Black who guard timelines too. The biggest cadre of Time Guardians who are earth born though is through the United Nations. But there are also national Time Guards too especially in 1st world nations worldwide.
You actually only potentially need one Time Guard agent with the proper technology and training to solve most nuclear disasters by the way. However, some situations are very complicated and delicate to rectify and these you might see hundreds of Time Guard agents that are earth born involved in something like this.
So, when you watch Men in Black Movies it is important to realize that they are not only funny they are all somewhat accurate about what is really going on here on earth too.
