I cannot say for sure but it is sure that when Arcane married Celeste Weaver around 1987 that because he is a Galactic Planetary Anthropologist for the Galactic Time guard this could happen. However, whoever did this doesn't have the full use of time Travel like the galactic Time guard does so this is more of a protest against the Galactic Government if this is the case here. But, I don't know for sure this is just a guess at this point.
However, I do know that Arcane knew when it was going to all burn down but wasn't allowed to stop it. So, one or two weeks before this happened he moved his stuff out of his house to a storage area so he wouldn't lose all of his stuff just the house burned down. So, he could restart there at some point. However, Arcane also has land in Switzerland and in Mt. Shasta as well and is very wealthy so that he can restart anywhere he needs to on Earth or another planet if he needs to.
Will the people or beings who did this be punished? If this is what happened they are already probably not alive because they attacked an operative of the Galactic Government. This is how the Galaxy enforces it's rule. When people or beings do stuff like this they disappear never to be heard from again.
However, this is all conjecture on my part simply because I wasn't informed personally that this happened this way.
So, it is likely that Celeste and Arcane and their children lived mostly in Lahaina from 1987 to when it burned down this year.
