I'm not thinking they actually want to use them because any idiot knows Pyongyang would be the first place the U.S. or Japan or South Korea would strike first in retaliation and turn that place to dust along with any people there.
No. I'm thinking it is being done to Force other nations to give them Food or weapons sort of like Warlords of old in past centuries. It's about blackmail. However, all it would take is China or the U.S. standing up to them and saying: Enough!
And then following through on that to end Kim Jong Un and North Korea too.
However, my thought is there may not be the political will or capital in either China or the U.S. to do this before North Korea is forced (in it's own mind forced) to nuke someone for real.
It's a game of chicken because threats don't work beyond a certain point unless you demonstrate you are actually going to do what you say you will do!
So, this is pretty tricky for China and the U.S. and Japan and South Korea to actually deal with in real time.
