However, I can't speak for blogger.com, or anything I'm quoting. So, if blogger.com adds cookies or there are cookies embedded in the software of what I quote I cannot vouch for this.
But, I personally never add cookies to anything I write.
I use Artificial intelligence software to compose this site instead of programming everything in HTML or a compatible language so I don't program from scratch any of this anymore. This saves me about 90% or more time more that I would have to use to do any of this. By Using artificial intelligence autocoders built into blogger.com when I'm in Compose mode I don't have to program anything in HTML.
