The replacement plan benefits people who are healthy and high-income, and disadvantages those who are sicker and lower-income. The replacement plan would make several changes to what health insurers can charge enrollees who purchase insurance on the individual market, as well as changing what benefits their plans must cover. In aggregate, these changes could be advantageous to younger and healthier enrollees who want skimpier (and cheaper) benefit packages. But they could be costly for older and sicker Obamacare enrollees, who rely on the law’s current requirements.

The whole point of Obamacare in the first place was to cover the 20 million people who did not have and couldn't afford coverage. So, by harming the sick and lower income people here in the U.S. this new legislation harms the very people that Obamacare was created to help and defeats the whole purpose of the original intention of useful healthcare for the sick and the poor. 

So, this legislation helps make life more difficult for the poor and the sick and makes it more likely they will die soon. That's why what Republicans are saying is a lie to the people. 

At present the way this bill is written older sicker recipients of these plans pay on average 5 times as much as younger healthier ones. So, this makes older people buying insurance more likely to go bankrupt or die trying to stay alive.
