Because they are a loose cannon. For Russia to encourage North Korea they can test the U.S. for weaknesses of various kinds. If and when North Korea blasts away at South Korea, Japan or the U.S. it will also harm China.
So, for Russia it is a win win situation where they see that they might wind up on top of the heap and rule the world out the other end of North Korea's nuclear holocaust. So, even if north Korea is dust as well as other parts of the world they come out potentially on top.
However, then there is the other side of this which is "North Korea is so crazy they might just end all life on earth much like our ancestors ended "Maldek" which is now an asteroid belt. They did this 65 million years ago.
How do we know when?
Because we know that 65 million years ago an asteroid (a piece of Maldek) hit earth and killed all the larger dinosaurs which conveniently allowed humans to migrate here then and create a humanoid ape hybrid--- US. that could survive better with a better immune system designed more specifically for earth and less for Maldek which no longer existed (at least as a planet with an ocean and an atmosphere).
