In other words there is no place that Executive orders have much meaning without implementation and funding. So, unless Congress actually both implements and funds Any executive order it may or may not mean anything at all.
So, what I think you are going to see likely is Congress specifically choosing which ones it likes and which ones it doesn't like or doesn't think are important. So, some will actually be implemented and some just ignored and forgotten.
So, like Tweets, they shake the whole world up in the end they might mean less than nothing also without both funding and the implementation of Congress.
So, in some ways you can say Trump is "Blowing Smoke" through Executive Orders for now.
It's sort of like, "Let's run these executive order flags up the flagpole and see which ones Congress salutes and actually implements."
Otherwise, they are all just a lot of hot air like other laws not enforced or implemented already. And there are thousands of these Federal types of laws and edicts not implemented or enforced now by the way that span 100 to 200 years or more through Scores of presidents.
