It's more than likely Maduro placed the drones himself to blow up
It would be a normal way for a dictator to consolidate power. Erdogan also did this in Turkey within the last few years as well. So, just like it is a 90% likely fact that Erdogan caused his own revolution against himself to consolidate power the same is true of Maduro now to consolidate power as well.
