Reverse engineered the technology found and it then became a misinformation campaign in the U.S. ever since because Time Travel (not just UFO technology) is much much much more potentially dangerous than Nuclear weapons for a variety of reasons.
So, it has had to be kept secret (except for many United Nations governments) in order to preserve for posterity the sanctioned Timelines of Earth.
Early uses of the Time conveyances were to predict better what was going to happen in the future and to correct future nuclear incidents of various kinds where cities or countries blew up. So, the first Time Cadres started like "Men in Black" here in the U.S. to deal with this as well as future UFO contacts of offworlders and people from the EArth's near and far future who regularly also use time travel to solve problems for governments 10,000 to 20,000 or more years into the future or further.
One reason GPS was invented was to keep track of where people and ships (both air and space as well as water and ground ships were for navigation but also for tracking.
Now, GPS as Cell phones is also used to track every person on earth 24 hours a day who keeps a cell phone with them as to their correct locations every moment for a variety of reasons.
One of these reasons is for when time lines need to be corrected so people can be placed within a few feet of where they actually were in that given moment so time lines don't get screwed up beyond a certain point when nukes go off and people need to be reoriented because of this.
So, records are kept of the locations of all cell phones in any given timeline on earth that isn't a time fragment. (A Time Fragment ends suddenly and every living thing dies in a time fragment).

This series depicts many aspects of how time travel actually works. Obviously, the Rittenhouse idea isn't true but there are conflicting groups often doing battle in various places in time.
These battles are not with hundreds or thousands of people usually but usually under 5 to 10 people on a side because of the difficulties of time travel.
So, you can see why knowing the exact locations of all people on earth through cell phones might be useful to time cadres when they are warring and this warring disturbs original timelines.
This then has to be corrected at some point or all the people born on that timeline won't be born.
So, time wars are fought just so certain people can be born in the past, present and future.
For example, Trump being elected on the 2nd timeline we are presently on and Hillary being elected on the 3rd timeline we are not on presently are the result of a time war. This is how that particular time war was resolved by creating a 3rd timeline for Hillary Clinton to be President on.
It is quite likely because of information being released like this here that both timelines will continue on to at least 2100 or 2200 or beyond.
