When I was visiting South Korea the emphasis there is "never complaining about anything". But, in such a culture where you aren't allowed to "Define any problems that needs to be solved" those problems can get out of hand.
We see this in extreme form in North Korea. If being polite is your most important thing in your culture no problems can get solved because you have to first be allowed to complain to actually define a problem in order to solve it in the first place.
If complaining isn't allowed then you are doomed to suffer and die from those problems.
Of course there is much more to it than this in any culture. But, the point I'm making here is unless you can define the problem for enough people to see it clearly there can be No solution to that problem ever!
The more people that become aware of a clearly defined problem the more likely one or more of them can actually come up with a solution that can be implemented.
