It would be my assumption (after studying all this since the 1960s) that they already do along with every other country on earth.
To not believe this is to be very naive indeed. Software that is online is completely always vulnerable to nations. However, then you have to ask another question which would be: "Are they interested in you specifically?" Probably not.
But, they might be interested in shutting down all banking for everyone in the U.S. one day. And the U.S. might be interested in shutting down all electronic banking in China or Russia or any other country as well.
So, I would recommend having actual currency in your hands so you might survive 1 week or 1 month and at least buy food if and when that happens in the future during an All Out Cyber War at some point or points in the future.
What is the likelihood this will happen at some point? I would say likely 100%. Why?
Because nukes will end all life on earth. So, cyber wars involving money would be an ideal war that would starve people (when they couldn't get money out of a bank) but wouldn't actually be killing people directly, only indirectly.
So, this is what war might look like in the future.
If you are worried about Huawei and 5G. Think about this for a moment. All the Chinese government would have to do is to get even one individual (male or female) bribed programmer into any American 5G company, have that programmer put a "Back Door" on that software that only China knows about and ANY American or European or other companies 5G software would be just as bad as Huawei's 5G. Just remember regarding software online always: "Where there's a will (and money) there's ALWAYS a way!"
NO ONLINE SOFTWARE IS EVER SAFE FOR LONG FROM HACKING!
