I think it's more useful to say that "The many atmospheric Rivers" that hit California this year helped cure a 20 plus year drought

 Because the drought didn't just start 3 years ago it started around 2000 in many western states like Colorado, Utah, Nevada, Arizona, California and to some degree even Oregon. I'm not as sure about New Mexico or Texas in this because that is pretty far from California.

After Hurricane Hilary hit California in the form of Tropical storm Hilary it was just the northern tip and the very southern Tip of California still in drought. So, only literally 1% of California now is still in drought as of September 2023
