There were several times because of my age I was worried I was going to pass out outside in 116 degrees heat index in San Antonio Texas. But, someone was telling me it's much hotter in cities around the world than in the country because of all the Cement and Asphalt too. So, it wouldn't naturally be as hot in those locations without all the cement and Asphalt either.
Some cities are trying to paint roofs white more to reflect the sun. Where I live I have a cement roof but the summers are relatively cool (under 70 degrees mostly) and the hottest three days of the year are between 80 and 85 degrees simply because when it gets that hot along the coast the fog (high and low) comes in off the ocean. So, in the hot hot summers with Death Valley already reaching 122 degrees this early in June it's going to be nearly fatal for anyone who doesn't have air conditioning this summer in the northern Hemisphere or anywhere near the equator too.
The idea of having a Cement tile roof is that you never have to change it ever unless you walk on the cement tiles and they break. So, with a cement tile roof all you ever need to do is to have a roofer change periodically the tar paper underneath. You NEVER need to change the roofing itself for this reason.
However, your house has to be built strong enough to carry the weight of a cement roof. I was told by the realtor that a large pine tree fell across our roof here in the past before we bought it in 1999 and it broke some cement tiles but the roof structure itself was fine and didn't need repairing. So, in some ways if the tree isn't so huge it takes out your whole house when it falls a cement roof also makes sense as a survival tool also in heavy winds around trees.
These are the temperatures this week in San Antonio Texas (But these aren't the heat index which could be much higher because of humidity this time of year!
