why it might be important to know about TCP-IP and X.25 like they use as the Internet protocols in Europe?

 If all you are going to do is to program in HTML or compatible languages you might not need to know about this. However, underneath HTML and compatible Languages is ALWAYS TCP-IP in the U.S. and the X.25 in Europe.

So, imagine TCP-IP and X.25 are the ocean and HTML and compatible languages are the ships that travel on the ocean. this likely would make more sense to you conceptually.

Without the Ocean there are no ships or sailboats or anything else because they all travel on the ocean which is beneath them and often invisible unless you are looking out to sea.

I think this illustration makes a person realize that there are many levels to the Internet which allows many competing languages both human languages and Programming languages ride on this Internet Ocean through TCP-IP in the U.S. and X. 25 in Europe.
