Space sterilizes people from Cosmic rays and other stuff. Life can only be created here on earth. I suppose if you took ovum in lead containers and you took sperm in lead containers you could invitro create life on another planet with an atmosphere. But, the amount of lead you would need around every human body in order to preserve fertility likely wouldn't be practical for a spaceship to take off and go into space with that much weight.
