From my point of view the main reason would be that the Dalai Lama and all the Tulkus (Living Buddhas recognized and unrecognized) and Tibetan Buddhist Practitioners do NOT want China to install a fake Dalai Lama when this one eventually passes away because this one was born in 1935 and is already in his 80s. So, one way to avoid this problem like they had with the Panchen Lama and they tried with the Karmapa (but he escaped) from Chinese rule into India like the Dalai Lama is to say another Dalai Lama isn't coming to earth.
Also, Tibetan Buddhism is now worldwide with practitioners in literally every country on earth. So, it won't die out although it might greatly change over the next several hundreds of years as it becomes more a part of religions like Christianity through it's ministers and priests and general practitioners around the world. Because Buddhism as seen by Christians is not considered a religion because a religion has to believe in God (according to Christians) to be considered a religion in the first place.
So, because of this one fact, Christianity considers Buddhism to be a philosophy but not a religion. So, Buddhism (all sects including Tibetan Buddhism) is considered a philosophy and not a religion.
So, Buddhism is not seen as a threat by Christianity worldwide like other religions might be by the faithful.
However, the Dalai Lama saying he is not coming again is strategic to the survival of Tibetan Buddhism since it is being snuffed out all over China often by Force ongoing since the 1950s when China overran Tibet. The Tibetan experience is very similar to what happened to the native American religions during the 1800s through the mid 1950s here in the U.S. In other words it is a very sad story.
But, because of China the Dalai Lama might say he is not coming back to reincarnate as another Dalai Lama.
