Since the radioactive water in units 2 and 3 seems to be at 100,000 times normal and is thought to be seeping into the ocean because it is being found even 1.6 miles now north of the plant at 1850 times normal radiation presently, I was thinking that it also could be seeping into the fresh water table as well on the way to the sea. So, likely wells need to continue to be monitored near the nuclear plant for spikes in radiation since the partial meltdowns.

I think "we cannot say at this time how many months or years it will take," says it all.
Chernobyl the city was evacuated in 1986. It is still evacuated today in 2011, 25 years later.
Note: If the radiation was coming from reactor number 3 it actually could be 10 million times normal because reactor number 3 with plutonium is (potentially) 2 million times more toxic to life than all the other individual reactors that only contain Uranium.
However, most people who haven't studied this worldwide might not know this.
