Unless you have a radiation detector you likely shouldn't be drinking Tokyo tap water anymore. Also, it is logical to assume that all tap water in the radius of Tokyo from Fukushima Might also be radiated and so buying water to drink from other countries than Japan might be the best solution if you can afford it. However, it is also important to consider where the winds are generally headed (in other words generally east) so places like Hawaii and Fiji might also now be slightly radiated water wise as well. So, likely even for these places one might want a radiation detector. Since radiation is also being detected in Southern California it isn't the best idea to be out in the rain that can soak into your skin during these times because water causes radiation often to penetrate the skin of humans and animals. Though one Should be safe in southern California there is presently so much misinformation one doesn't really know unless one has their own radiation detector (Geiger counter) in order to be completely sure.
Also, if there is radiation in tap water in Tokyo there would logically be no reason not to suspect it would also be in tap water in Toyoma, Nigata, or even Akita or further north than that unless there are mountain ranges between where you are and where Fukushima is which sometimes changes the way water tables actually work in real time. However, any area within the radius of Tokyo from Sendai or Fukushima should test their water to see if it is radiated too. It might be very important to the life spans of your citizens born and unborn.
