You just saw what happened to 3 university presidents or Chancellors who were grilled by Congress. They were trying to protect Students rights to say anything which caused at least two of them to be dismissed as University Chancellors. Free Speech (no matter what it is) is necessary for a free thinking University to exist.
It isn't what a person says that should get them arrested (at least on campus) it is what they do if they act out in violent ways.
For example, when I was growing up one of the University slogans was "Better Dead than Red!"
This might seem extreme now to people but then over half of the Country felt this way including my family. So, I was prepared to die in a nuclear war if necessary as a soldier to prevent the U.S. from becoming Communist. This was real in the 1950s and early 1960s too.
Then there was the Viet Nam War where the slogan was "Hell No! We won't Go!" which was just students saying "This is an unjust war!" mostly this is what they were saying as their high school classmates were drafted and sent off to die "FOR WHAT?" in the Viet Nam War.
The point I'm trying to make here is think about how many people have died since the Revolutionary War so our children and grandchildren could have free speech as college students and the future Leaders of America in the World?
If our children don't have the rights to Free Speech (Whatever it is) then we no longer have a democracy or soon we will have a dictatorship. We are on a very slippery slope right now and I worry how much longer our democracy or Freedom of Speech is going to last.
