If the Federal Government was shut down for six months could the states go on independently?

Colo., Utah pay to reopen national parks in shutdown

I was reading about Colorado and Utah reopening the national parks with their own money and it made me think, "Could the states move forwards without the Federal Government completely functioning and I realized this is already what is happening in more and more instances as more and more parts of the government shut down and affect so many parts of the U.S. economy and public safety and health and entertainment through the National Parks. Also, all these shutdowns likely already are putting businesses out of business that were already on the edge before this happened, so this is even more reason for states to step in more and more so their (piece of the economic pie) through property taxes, for example, doesn't just become completely worthless as businesses go belly up from the government shutdown one by one all across America throughout all 50 states.
