I don't have enough information to know for sure first of all. However, whenever one country shoots down another country's military's planes like this almost anything can and will happen from that.
Historically, this has been true for over 100 years at this point.
The point is that often soldiers shoot soldiers and that doesn't necessarily lead to war, but military planes are often a different thing so watch out!
