There are statements about people in the U.S. wondering about Putin's sanity. I don't think this kind of talk is very useful. Whenever you deal with people speaking other languages you are going to run into this. English has it's biases and so does Russian and every other language. Sociologically, it just isn't useful to call Putin "delusional" when his beliefs likely are held by many people in his country today still.
It would be like calling some people on Fox News delusional because they hold some beliefs because they might be too conservative for most people to deal with. Unless they are brandishing a weapon ( and Putin by the way is brandishing thousands of weapons presently) Fox News extreme beliefs are only words. The same is true of Putin unless he starts unleashing bullets and missiles. So, calling someone with thousands of loaded guns and missiles "delusional" doesn't solve any problems it just makes the situation worse and likely this will only piss him off more.
Also, this situation is a lot like if was Putin messing with Cuba, Mexico or Canada. The U.S. would get pretty pissed off about that just like Putin is now regarding the U.S. and EU in Ukraine. So this is important to think about too.
