Attacks will continue until ISIS is defeated?

Republican presidential candidate Senator Ted Cruz, the day after speaking to the American Israel Public Affairs Committee policy conference, told a scrum of reporters that "these attacks will continue until Isis is defeated."
end partial quote from:

Jennifer Rubin: Brussels and the danger of Trump - Opinion ...

This statement appears to be true but it is not. You may think I'm splitting hairs here but I'm not, I'm just being logical.

Follow my logic. First point: "Terrorist attacks around the world will tend to increase a lot once ISIS is defeated in the "Islamic State".

Why is this a true statement?

Because as long as the ISIS army is defending territory it is not out blowing shit up around the world.

However, since it is the richest terrorist organization ever, it likely will blow a lot of shit up all over the world because they will have the money to do this once their lands are taken from them in Syria and Iraq.

This is only logical. Right now they are defending their territories of Mosul and Raqqa. But once these are taken from them they are going to want revenge so the amount of stuff they are going to blow up around the world likely will be a lot.

So, not preparing for this totally logical scenario is really stupid by all nations right now.

They won't have armies then because the armies will return home all over the world and the most extreme of these soldiers are likely going to kill themselves with suicide vests all over the place. So, the world should just get ready for this once the Islamic state is defeated. Remember Al Qaeda? They never had any territory and they did 9-11?

Terrorism is only about 2 things really, the money and the will. And this is really hard to combat for free nations when people are ready to blow themselves up for what they believe in right or wrong.

So, it is vital the world prepares now for this.
