I saw a clip of this on PBS NEWSHOUR and found it fairly interesting. The movie deals with "Collateral damage" in other words people who are innocent who are killed by accident in drone strikes by the U.S. or England. The point appears to be that often innocents are killed in the process of getting one or more serious terrorists and who makes that call and how accurate is that call on an every day basis? So, the movie addresses real problems that people who call in drone strikes every day have to deal with around the world.
Then there are countries like Russia, for example, where drone strikes with collateral damage are not seen as a real problem at all when they used drones on Sunni Muslims in Syria.
So, the movie actually is about ethics of how drones should be used. However, there will always be countries for whom collateral damage is not considered much if at all regarding drone strikes. (which is why drones strikes are going to kill a lot of innocents around the world) over the next 100 years or more. Drones likely will be the ultimate weapons of genocide around the world from now on for hundreds and possibly even thousands of years.
