Where this likely started in a big way was in Syria by Assad. No one wants Al Qaeda or ISIS to attack them because it is like having Drug Dealers and Slave Traders declaring war on you as a government which many governments could not survive in smaller countries around the world like Syria and now Nigeria.
Because of Assad bribing the Al Qaeda elements and ISIS elements in Syria with Land and Oil wells it makes me think the same thing might be happening in Nigeria (of sorts). It is likely not the leader who is being bribed by Boko Haram:

but rather someone or many in the local police forces or Military of Nigeria. Otherwise, the leader of Nigeria wouldn't have allowed American CIA etc. to come in and to get Boko Haram and to eliminate them and to find the girls and to stop this.
Since Al Qaeda is always a group of drug dealers and slave traders (the way they always have been financed) just add to this bribery of and from leaders in whatever countries they are operating. This is what organized terrorists do. They make deals with people. The people taking bribes or being bribed know to go up against Boko Haram or another group of Al Qaeda or ISIS would be to see their own wives and daughters raped, killed or worse. So, making deals is a way to protect your family from harm from really crazy drug dealing and slave trading people who can and will do anything to anyone at any time. So, more and more countries are going to call in the U.S. to help them because they just don't have the resources to stand up to people willing to be this crazy on a daily basis.
IN fact in Syria lately Al Qaeda and ISIS are fighting for being the supreme Sunni Terrorist organization in Syria. One wonders if Assad is paying both sides to fight each other? That would be his style.
