Russia's President Vladimir Putin has called for dialogue to resolve the crisis in Ukraine, and called on anti-government activists in the country's largely Russian speaking east to postpone a vote on independence.
But across the region, key official buildings are still occupied by pro-Russian groups.
Police briefly dislodged the activists on Wednesday morning in the city of Mariupol - but now they are back and insist they still want the right to vote on breaking away from Kiev.
Sarah Rainsford reports that people in Mariupol are saying that tear gas was used to evacuate a government building.
