The 'Elon Musk of China' wants people to fly all over the world without getting on a plane

If you click on the above article and read it and are aware of the investment opportunities and are aware of all the risks you might come to the same conclusion that I did.

This looks like a good form of propulsion. I guess my question might be: "Could it be combined with a large paraglider using this as the propulsion method?

This seems to me the safest way to use this propulsion system. Because once you are "In" a paraglider for all intents and purposes you are in a "Moving parachute". 

So, you are cushioned to a greater or lesser degree from falling (as long as wind currents are not hazardous where you are).
