The Atmospheric river has moved further south
So, right now it is hitting Baja California running across Mexico over to Texas and winding up in places like Virginia then going across the Atlantic. However, northern storms are now also coming down into California bringing snow to places far south like the Santa Barbara mountains various places too. So there is snow down to 2000 to 4000 feet in places just above Santa Barbara which is sort of unusual too. Rain and snow at this level has mostly been unheard of in Southern California now for decades. For example, the SF Bay area has been getting some rain almost every day this week so far. But, the good news is most of the power is back on in the Greater SF Bay area now too after all the trees went down and the flooding and mudslides.
