Men In Black 3

I Tivoed Men in Black 3 yesterday and when I was watching it just now I really loved J's reaction to finding out he wasn't told about "Time Travel" because it was "Above his pay Grade" and on likely a need to know basis which was right then. It reminds me of real life where this is true also and the governments will deny the next 5000 years likely that time travel   exists because it is above everyone's pay grade. However, the problem with this is time travel does exist and always has. Was it discovered in this Galaxy or another? I don't know the answer to that question. However, I do know that before humans ever were on earth or even any humanoids, time travel existed even before that.
